  This is a committing Class IV-V roadside run with steep continuous rapids, cold water, and limited recovery below the major drops. Use a proven expert crew, whitewater kayaks or an appropriately small craft, helmets, throw bags, rescue hardware, repair kit, and satellite communication. American Whitewater identifies Coyote Falls upstream, Chuck Rollins around highway milepost 25.4, Fish Jump around milepost 22.4, and the Cougar Creek Trailhead around milepost 20.6. Scout or portage these features before committing; the road corridor helps, but does not make a swim safe. Use 600 cfs as the conservative lower planning floor from the Idaho basin plan and 1,000-2,000 cfs as the lower technical ideal from American Whitewater. At 2,000-4,000 cfs the reach carries multiple solid Class V features; above 4,000 cfs is expert big water, not a scored upper-safe limit. The Cougar Creek exit is a highway trailhead/parking control rather than a developed ramp.
